Because I think the amount of time spent at the PC intering dimesions and then designing the systems for one-off models would be better spent at the welder actually making it.
Even if you were going to make a production run volume of one design, you'd still need to prototype it by hand first. Then enter the design into a computer for it to control a machine that bends each primary from one piece of tubing, as opposed to many sections welded together.
My guess anyway.
