Use 3M double sided tape, very strong and is used on modern cars- no drilling. Apply the tape then with a good scapel type knife and cut around the badge on a hard surface, peel and apply. Use a hairdryer to remove if ever needed.
For the exact location the factory Assembly manual shows the spots

Yup, what 69 said,

Carefully cut the studs flush and sand/file flat, wax n grease both surfaces . Check the mounting 'bodyline' before you mount!. Chalk stringline and a stringline level can come in handy on side body emblems! If your on your own you can tape the stringline at the opp end. Trial before you apply the tape and mark with a whiteboard marker, how many cars do you see that are lowered with some rake but the emblems are set perfectly horizontal! There aint nothin worse than crooked emblems on a nice car!

UPC 11-13-A7 of your 1968 Camaro Factory Assembly Instruction Manual shows you exactly where.
I am assuming the "SS" uses the same hole layout as the engine size emblems.
I much prefer to drill and secure with pall-nuts like the factory did. :)
